How do I installing the software and begin adding users?

Make sure that you have no software or drivers installed for any fingerprint reader on your system
In Device Manager delete the drivers for the WBF reader. Also check the box that says delete the driver software.

Install software and restart

When you add each new user you then need to add the main windows user account as the additional logon to authorise the new OmniPass user.
The windows user will need to authenticate themselves to allow the new OmniPass user user access to the system.
You then need to select the user and then select the Make Default button
Select the second tick box Always login using the default account
When you then logout and try and login as a different user, you may have to vaildate as the main user of the PC first. This should be a one off.
